Unbefriended Patients - Policies and Protocols

If you have a policy or protocol that addresses medical decision-making for unbefriended patients, I would very much like to hear about it (tmpope@widener.edu).  I am aware of published literature.  And I am aware of new laws in, for example, New York and Oregon.  I am particularly interested in learning about mechanisms with a lower visibility.  Thank you.
